Judy Chang is an energy economist and policy expert with a background in electrical engineering and 20 years of experience in advising clients in transmission, resource, and strategic planning. Ms. Chang's recent planning engagements have involved the development of future energy market scenarios and leading utilities and grid operators in making market design or investment decisions required to balance policy and customer preference constraints.
Ms. Chang holds an MPP from the Harvard Kennedy School and a BS in Electrical Engineering and Computer Science from UC Davis. She is a Director of The Brattle Group, a founding Director of New England Women in Energy and the Environment, and a former Director of the Massachusetts Clean Energy Center.
